POSITION - Director of Human Resources
Reports To: Superintendent of Schools
Supervises: The Office of Human Resources, including Human Resources staff.
Status: Full-Time Tenured Track Position
Location: District Office
Qualifications:
- Valid NYS School District Administrator (SDA) or School District Leader (SDL) certification required.
- Significant administrative leadership experience, including labor relations and collective bargaining.
Description:
The Director of Human Resources provides strategic leadership and oversight of all HR functions within the school district. This role ensures the recruitment, development, and retention of high-quality staff while maintaining compliance with education laws, labor agreements, and district policies. The Director supports a positive, inclusive, and effective educational environment for all employees.
Key Responsibilities:
- Develop and implement HR strategies aligned with the district’s mission and goals.
- Advise the Superintendent and leadership team on personnel matters.
- Lead workforce planning to address staffing needs across schools and departments.
- Oversee recruitment, hiring, onboarding, and retention of certified and non-certified staff.
- Ensure equitable hiring practices.
- Manage substitute staffing and workforce pipelines.
- Administer and interpret collective bargaining agreements.
- Serve as a key representative in labor negotiations and grievance processes.
- Maintain positive relationships with unions and employee groups.
- Address employee concerns, complaints, and disciplinary actions.
- Conduct investigations and recommend appropriate actions.
- Ensure compliance with federal and state laws.
- Develop, implement, and update district HR policies and procedures.
- Oversee certification, tenure, and evaluation compliance for instructional staff.
- Oversee staff evaluation systems.
- Support administrators in employee performance and improvement plans.
- Supervise HR staff and manage department operations.
- Promote a positive, respectful, and inclusive work culture.
